A New Direction for Public Safety

Frederick County deserves a Sheriff’s Office that leads with professionalism, transparency, and modern solutions. I am running for Sheriff because public safety shouldn't be about national political agendas—it should be about efficient, evidence-based leadership that keeps every member of our community safe.

As your Sheriff, I will:

  • Day One.

  • I will overhaul the Sheriff’s Office’s approach to Sexual Assault Evidence Kits to meet Maryland law requirements. Sheriff Jenkin’s track record for handling Sexual Assault Evidence Kits is atrocious and shocks the conscience.

    • In Fiscal Year (FY) 2019, the Sheriff reported a total of 53 sexual assault evidence kits in inventory collected between1998- 2019. Only 4 kits were tested in 2018 and 2019. 26 kits were destroyed.

    • In FY 2020, the Sheriff reported a total of 28 kits in inventory not submitted for testing

    • In 2021, the Sheriff reported a total of 28 kits in inventory not submitted for testing and 4 partially tested kits.

    • In FY 2022, the Sheriff failed to submit an Annual Report.

    • In FY 2023, the Sheriff reported collecting 17 kits. Only 4 kits were tested. 8 kits were not tested due to state law exceptions. 4 kits were not tested for “Other Reasons”. 1 kit pending testing at time of reporting. The Sheriff did not report the total number of kits in inventory.

    • In FY 2024, the Sheriff reported collecting 22 kits. Only 4 kits were tested. 7 kits were not tested due to state law exceptions. 11 kits were not tested for “Other Reasons”. The Sheriff did not report the total number of kits in inventory.

  • I am committed to improving recruitment and retention by prioritizing deputy wellness, and rewarding merit and professional growth.

  • We have seen the data. Since the Frederick Police Department launched the Law Enforcement Assisted Diversion (LEAD) program in 2022, calls for service have plummeted. I will bring this approach to the Sheriff’s Office to:

    • Reduce Crime: Drug complaints dropped 93% and alcohol complaints dropped 98% in the city—we must bring that success to the entire county.

    • Save Taxpayer Money: By treating substance use and behavioral health as public health issues, we reduce the costs of jail and prosecution for low-level offenses.

    • End the Cycle: LEAD reduces recidivism and overdose deaths while allowing our deputies to focus on high-level criminal threats.

  • I will foster a proactive partnership with the Police Accountability Board to ensure transparency and build deeper trust between our deputies and the neighbors they serve.
