A New Direction for Public Safety

Frederick County deserves a Sheriff’s Office that leads with professionalism, transparency, and modern solutions. I am running for Sheriff because public safety shouldn't be about national political agendas—it should be about efficient, evidence-based leadership that keeps every member of our community safe.

As your Sheriff, I will:

  • Any coordination with federal immigration authorities will strictly require a signed judicial warrant.

  • Ensure the Sheriff’s Office acts as an immediate, reliable shield to protect Frederick County residents from civil rights abuses by any agency, local, state, or federal, that exceeds its lawful authority or acts unreasonably in the line of duty. Federal immunity under the Supremacy Clause vanishes when an official acts unlawfully, and this office will actively police those boundaries.

  • I am committed to improving recruitment and retention by prioritizing deputy wellness, and rewarding merit and professional growth.

    Our Deputies are underpaid compared to their regional peers. I will work tirelessly to improve the labor contracts to increase pay, include binding arbitration, and include disciplinary appeal arbitration by a neutral, informed third party.

  • Move away from treating substance abuse, mental health crises, and housing instability as low-level quality-of-life crimes to be corrected with punitive incarceration.

    Aggressively expanding and promoting the LEAD program county-wide to redirect individuals facing addiction and housing instability into structured treatment, case management, and support systems rather than jail.

    Strengthen the "Crisis Car" program by increasing mobile crisis vehicles that pair frontline law enforcement with Health Department clinicians and community crisis resources.

    Ensure all personnel receive regular, rigorous anti-bias training and a minimum of 40 hours of formal Crisis Intervention Training.

  • Prioritizing restorative justice, youth counselors, mediators, and community-based rehabilitation over detention and confinement for teenage offenders. Concurrently, the office will equip criminal investigators with specialized digital forensic tools and advanced technical literacy to aggressively combat high-harm modern youth exploitation, including cyber-stalking, "revenge porn," and AI-driven deepfake abuse.

  • We have seen the data. Since the Frederick Police Department launched the Law Enforcement Assisted Diversion (LEAD) program in 2022, calls for service have plummeted. I will bring this approach to the Sheriff’s Office.

    • Reduce Crime: Drug complaints dropped 93% and alcohol complaints dropped 98% in the city—we must bring that success to the entire county.

    • Save Taxpayer Money: By treating substance use and behavioral health as public health issues, we reduce the costs of jail and prosecution for low-level offenses.

    • End the Cycle: LEAD reduces recidivism and overdose deaths while allowing our deputies to focus on high-level criminal threats.

  • Make Use-of-Force reports and Administrative Charging Committee written opinions publicly accessible.

    In science, trust can only be built when outcomes can be reviewed, verified, and scrutinized. I will bring that same approach to build trust between our communities and our Sheriff’s Office.

  • I will foster a proactive partnership with the Police Accountability Board to ensure transparency and build deeper trust between our deputies and the neighbors they serve.

  • Improve the integration and utilization of the Lethality Assessment Program on all domestic response scenes.

  • Auditing and reviewing all medical, food, telecom, and commissary service contracts inside the Adult Detention Center. Exploitative contracts that charge exorbitant fees for phone calls, communication, and basic hygiene products will be eliminated to reduce the financial burden on families and facilitate successful reentry.

  • Support pretrial release programs for individuals charged with non-violent misdemeanors and low-level felonies, and advocating for comprehensive legislation requiring the strict tracking and public reporting of pretrial detention data.

  • Treat individuals in custody with inherent respect, safety, and dignity while prioritizing real rehabilitation to lower county recidivism rates.
